The Metropolitan Police Dept. introduces the system of "Negotiators" to cope with crimes in Japan which are similar to those in the United States and Europe. Negotiators refer to special detectives who try to solve crimes such as hostage incidents and kidnappings through negotiation. Shuhei Ishida is a negotiator who was trained by FBI in the United States, and Maiko Tono is a female detective who learned negotiation skills from Ishida. The two were formerly a teacher and a student of negotiation skills, but when suspicion of adultery fell on them, Maiko lost her job as a negotiator and she has been working in the agency's reference room. However, on July 7, a hostage incident occurs at a hospital. Maiko receives a directive from Ishida to work as a negotiator at the scene.
