Goal 3 of the United Nations Millennium Declaration of 2000 seeks to "eliminate gender disparity in primary and secondary education, preferably by 2005, and at all levels of education no later than 2015." Buvinic (World Bank) acknowledges that this definition of gender equality has been criticized as too narrow, but argues that its inclusion in the Millennium goals has spurred progress. Contributors to eight chapters discuss conceptual, methodological, and developing countries' issues, and include data on indicators relating to progress toward gender equality in employment, health, and political participation as well as education. The third of these eight goals was to 'promote gender equality and empower women'.
