In the setting of the Hokuriku region, where the snow and cold wind rage, for the first time in true-life yakuza film history, director Kinji Fukasaku shows the battles among yakuza who value land over tradition in this unconventional, "violence" film.

Reflecting current society, the yakuza world also entered a period when local, small organizations needed to deepen their ties with central forces for their survival and expansion. Scheming to take the whole nation under its control in those times, the Osaka Asada gang, the largest gang organization in western Japan, was planning to invade the Hokuriku region, following its invasion of the San'in and Chubu regions.

Under this situation, Noboru Kawada, a chief of the Hokuriku Tomiyasu gang, becomes a brother to Nobuyasu Okano, a chief of the main group of the Asada gang, and rebelled against his "parents" - Tomizo Yasuhara, the boss of the Tomiyasu gang and Kiichi Manya, a brother to Kawada.
